I wouldn't say it was too dark but it does seem to be rather 'flat', slightly lacking in contrasts and 'vitality' - if that's the right way of putting it.
Maybe it might be better if you could lift the boats, possibly brighten the boat and the people a bit more to give it more prominence? Something to give it just a bit more punch?
I think my mistake was in not adjusting the colour levels when converting from colour - I will revisit that and repost an alternative shot in due course.
I think on your first picture the red filter would have helped it dramatically.. I would increae exposure a little on the boat.. for me that is too dark..
