I came across Paint.net (http://www.getpaint.net/) today. Whilst I can't vouch for just how good it is, it would seem that it works in a similar style to Photoshop and does most of the basic manipulation things that PS and other similar progs do.
For anyone new to digital photography seems like an ideal little program. You may need to download the .Net framework 2.0 first but there is a link on the site to let you do that.
